Today more and more organisations are applying foresight methods and tools to orientate themselves to a long time horizon in increasing uncertainties and to address wider societal challenges and concerns. Foresight involves constructively bringing awareness of long-term challenges and opportunities into more immediate decision-making. Foresight can be implemented to provide valuable inputs to strategy and policy planning, as well as to mobilise collective strategic actions.

For example, the EU uses foresight and scenario studies to support policy and decision making. Some large institutions such as the French National Institute for Agricultural Research (INRA), The Organisation for Economic Co-operation and Development (OECD), the International Energy Agency (IEA) or the European Environment Agency (EEA) have established special units or programmes to carry out foresight and other forward looking studies. In the forest sector, for example the strategic research agendas (Forest Technology Platform Strategic Research Agenda, Mediterranean Forest Research Agenda) or roadmaps (CEI-Bois -  European Confederation of Woodworking Industries; CEPI - Confederation of European Paper Industries) can be mentioned as a constructive way to direct actions towards a preferred future - the exercises often involve stakeholder consultations and a vision building exercise. However, they seldom look into alternative development pathways or possible change factors in wider societal developments and demand for forests and the forest-based sector.
